Patna: Bihar Chief Minister Samrat Chaudhary said that a strong and modern Home Guards force is essential for maintaining law and order and ensuring the steady progress of the state, as he addressed a passing-out parade of newly inducted Home Guards at Gandhi Maidan on Thursday.
The Chief Minister inspected the parade and took the ceremonial salute during the event. Praising the newly trained personnel, he said they had displayed exceptional discipline and skill during the parade and training demonstrations.
He said that the Bihar Home Guards, in their modern and well-equipped form, serve as a vital pillar of the state’s security framework. Extending his best wishes to the recruits, he expressed confidence that their dedication, discipline and training would further strengthen the state’s security system.
Highlighting the broader vision of development, he said that the role of the police force and Home Guards would be crucial in realising the goal of a developed India envisioned by Prime Minister Narendra Modi, as well as the vision of a prosperous Bihar under former Chief Minister Nitish Kumar. He stressed that a secure environment is fundamental to development and prosperity, and that trained Home Guards would play a key role in achieving this.
The Chief Minister pointed out that during the 2024 Lok Sabha elections, nearly 1.1 lakh Home Guards personnel carried out their duties efficiently, ensuring peaceful polling without the need for re-polling anywhere. Similarly, around 44,000 Home Guards effectively discharged their responsibilities during the 2025 Assembly elections, contributing significantly to the smooth and democratic conduct of the process.

He further said that the state government, under the leadership of Nitish Kumar, had taken steps to improve the welfare of Home Guards. From September 3, 2025, their daily allowance was increased from ₹774 to ₹1,121. He added that the government remains fully sensitive to the welfare and needs of security forces and will continue to take necessary steps in the future.
Reaffirming the government’s commitment, he said the safety of Bihar’s 13 crore citizens remains its top priority. There would be no compromise on law and order, and criminals would find no place in the state. All security agencies are working with full commitment to uphold the rule of law.
He also emphasised that the safety of students and women is a special priority. Around 5,000 scooters and motorcycles will be deployed near schools and colleges under the ‘Police Didi’ initiative to ensure a safe and supportive environment for girls.
Appreciating the efforts of the recruits, the Chief Minister said that conducting the ceremony successfully in temperatures above 40 degrees Celsius reflected their discipline and determination. He described their performance as commendable and inspiring.

He further remarked that Home Guards in Bihar are now receiving training comparable to that of paramilitary forces, which is a significant achievement. He said that high-quality training would benefit them throughout their service.
Expressing his expectations, he urged the new recruits to discharge their duties with a spirit of national service, discipline, dedication and public service. He said he was confident that they would contribute significantly to making Bihar secure, prosperous and developed.
During the programme, senior officials welcomed the Chief Minister with bouquets and mementoes. The Director General-cum-Commandant General of Bihar Home Guards and Fire Services administered the oath of duty to the new recruits.
Trained male and female commandos of the Bihar Home Guards also presented demonstrations before the Chief Minister. Deputy Chief Minister Vijay Kumar Choudhary also addressed the gathering.
Several senior officials, including the Chief Minister’s Principal Secretary, the Director General of Police, senior Home Department officials, and district-level administrative and police officers, were present at the event.
