Patna: Bihar Chief Minister Samrat Choudhary on Thursday attended an awareness and orientation programme on Artificial Intelligence (AI) for members of the Bihar Legislature, along with a session on the implementation of the Chief Minister’s Constituency Development Scheme. The programme, held at the extended building of the Bihar Legislative Assembly, was formally inaugurated by the Chief Minister with the ceremonial lighting of the lamp. During the event, he also remotely launched the Project Monitoring System (PMS) web portal for monitoring projects under the Chief Minister’s Constituency Development Scheme.
Addressing the gathering, the Chief Minister described the programme as highly significant, saying AI and digital technology would strengthen the capabilities of Members of the Legislative Assembly (MLAs) and Members of the Legislative Council (MLCs) in Bihar. He said that while computers had limited use 20 to 25 years ago, Artificial Intelligence and digital technology had now become essential tools for governance, administration and development. He urged ministers, MLAs and MLCs to make greater use of these technologies to improve communication with the public and ensure balanced development across their constituencies. He also advocated the use of AI in preparing estimates for development projects, citing an example from the Building Construction Department where AI-based scrutiny had reduced project costs by five to seven per cent. The savings, he said, could be redirected towards other development works. He warned that failing to adopt AI in the digital age would leave Bihar behind in the race for development.
The Chief Minister said the Bihar Government was already using Artificial Intelligence to implement the Sahyog programme and in the process of issuing ration cards to one crore eligible beneficiaries. He said that a digital survey of farmers was underway in the state, with a target of linking 60 lakh farmers to digital IDs. He urged elected representatives to make full use of technology-driven monitoring systems to ensure effective implementation of development schemes. While computer education was already being provided in schools, he stressed the need to further strengthen digital learning to meet the demands of the modern era. He also announced that a University of Artificial Intelligence and Computer Science was being established in Muzaffarpur.
Samrat Choudhary further said that ministers, legislators and their staff should receive regular training in Artificial Intelligence, computer applications and social media to remain updated with technological advancements and deliver better public services. He said that weather centres were operational in all panchayats across Bihar, with weather forecasts proving to be 70 to 80 per cent accurate, making the technology highly beneficial for agriculture and rural development. Describing Bihar as the birthplace of democracy, he said modern technology could further strengthen democratic institutions and governance.
During the programme, Speaker of the Bihar Legislative Assembly Dr Prem Kumar welcomed the Chief Minister by presenting him with a bouquet and a ceremonial stole.
Deputy Chief Minister Bijendra Prasad Yadav, Chairman of the Bihar Legislative Council Awadhesh Narayan Singh, Deputy Speaker of the Bihar Legislative Assembly Narendra Narayan Yadav, state ministers, MLAs, MLCs, Additional Chief Secretary of the Planning and Development Department Dr N Vijayalakshmi, Chief Minister’s Secretary Sanjay Kumar Singh, senior government officials and staff of the Bihar Legislature were also present on the occasion.
