Patna: Bihar Chief Minister Samrat Choudhary on Sunday inaugurated and laid the foundation stones for 982 urban development projects worth ₹1,047.09 crore in Muzaffarpur, announcing a slew of infrastructure initiatives, including a new township, an architecture and civil engineering university, and major transport projects aimed at accelerating the state’s urban growth.
Speaking at a function organised by the Urban Development and Housing Department, Choudhary said the projects comprised 669 schemes worth ₹375.04 crore under the Chief Minister’s Comprehensive Urban Development Scheme, three Storm Water Drainage projects costing ₹233.77 crore and the Muzaffarpur Smart City Project, including the newly developed Sikandarpur Lakefront, along with other works worth ₹213.25 crore. In all, 673 projects were inaugurated while foundation stones were laid for 309 projects.
The Chief Minister inaugurated the Sikandarpur Lakefront, developed under the Muzaffarpur Smart City Project at a cost of ₹213.25 crore, and later inspected the facility. He said the lakefront, featuring fountains, decorative lighting and artistic installations, had given Muzaffarpur a new identity and directed officials to ensure adequate lighting across the entire complex for the convenience and safety of visitors.

Announcing a series of future projects, Samrat Choudhary said the state government would develop 12 new townships across Bihar, including the proposed Tirhut Township in Muzaffarpur. He said construction of the Muzaffarpur airport would begin shortly, while the proposed Patna-Muzaffarpur Rapid Rail Corridor would reduce travel time between the two cities to around 40 minutes. He added that the Haldia-Raxaul Highway would further strengthen regional connectivity, boost trade and facilitate faster movement of people and goods, reducing travel time from Muzaffarpur to Kolkata to about six hours.
In a major announcement for higher education, the Chief Minister said an Architecture and Civil Engineering University would be established on the MIT Muzaffarpur campus. The university, he said, would emerge as a centre of excellence for technical education, research and innovation, providing quality learning opportunities to students across Bihar.

Samrat Choudhary said Bihar was moving rapidly on the path of development under Prime Minister Narendra Modi’s “Reform, Perform, Transform” vision and was establishing itself among the country’s leading states in infrastructure development. He said the government was committed to ensuring that no eligible poor family was deprived of welfare benefits and announced that nearly one crore additional families would be brought under the Public Distribution System by issuing new ration cards.
The Chief Minister also said farmers were receiving financial assistance under the Pradhan Mantri Kisan Samman Nidhi scheme and that the state had directed uninterrupted 12-hour daytime electricity supply, from 6 am to 6 pm, for irrigation. Reiterating the government’s zero-tolerance policy towards corruption and cybercrime, he said around five lakh applications had been disposed of through Sahyog camps, while unresolved grievances would be reviewed at the Chief Minister’s level in Patna on the second Tuesday of every month.
Union Minister of State for Jal Shakti Raj Bhushan Choudhary, Deputy Chief Ministers Vijay Kumar Choudhary and Bijendra Prasad Yadav, Urban Development and Housing Minister Nitish Mishra, Tourism Minister Kedar Prasad Gupta, senior officials, public representatives and a large number of local residents attended the programme.
