Addressing the gathering, the Samrat Choudhary said that the Bharatiya Janata Party (BJP) has consistently honoured the extremely backward classes and will continue to do so in the future. He said that under the leadership of Prime Minister Narendra Modi, the past 12 years have been marked by trust and development across the country. He added that the Prime Minister’s vision of a developed India can only be realised when the benefits of government schemes reach the last person in society.
Choudhary stated that the Central Government has worked to empower rural labourers and those engaged in traditional occupations. Several welfare schemes have been launched to bring the poor, backward, extremely backward and deprived sections into the mainstream, with their benefits reaching all sections of society.
On law and order, the Chief Minister asserted that the Bihar Government will not bow before criminals. “Anyone who commits a crime will not be spared under any circumstances,” he said, adding that continuous drives are being carried out against offenders and will continue in the future. He warned those involved in wrongdoing not to remain under any illusion, as strict action is being taken to make Bihar crime-free. Referring to irregularities in the NEET examination, he said those responsible had not been spared and stringent action had been taken, reflecting the government’s commitment to transparency and good governance.

Highlighting Bihar’s historical significance, he said democracy itself was born on this soil. He remarked that while the country has seen Mughal rule, British rule, and a long period of Congress rule, it is now under Prime Minister Modi’s leadership that backward and extremely backward communities are receiving due respect and rights.
In a political remark, Choudhary criticised Lalu Prasad Yadav, stating that he remains concerned about his family and residence, with around 150 police personnel deployed for his security. He questioned how adequate security could be ensured for the extremely backward classes if such extensive arrangements are made for one family.
The Chief Minister also paid tribute to Dr BR Ambedkar and Dr Syama Prasad Mukherjee, calling them strong advocates of social justice and reservation. He recalled the struggle of Jan Nayak Karpoori Thakur in securing reservation for backward classes in Bihar and expressed gratitude to Prime Minister Modi for conferring the Bharat Ratna on him.

He emphasised that all eligible sections are currently receiving reservation benefits under constitutional provisions, while economically weaker sections have also been provided for. However, those above the prescribed income limit are not eligible for reservation.
Noting that nearly 60 per cent of Bihar’s population belongs to backward and extremely backward classes, Choudhary said the government is continuously working for their social, educational and economic upliftment. He reaffirmed his commitment to ensuring their participation in Bihar’s progress and to fulfilling the vision of a developed India as envisaged by the Prime Minister, as well as the aspirations of former Chief Minister Nitish Kumar.
At the end of the programme, newly elected MLCs were felicitated, and a pledge was taken to further strengthen efforts for the development and empowerment of the extremely backward community.
