Bihar Appoints Three Transgender Individuals as Sub-Inspectors, A First in India

Patna: Bihar has become the first state in India to appoint three transgender individuals as sub-inspectors. In a programme held at Bapu Auditorium, Bihar Chief Minister Nitish Kumar presented appointment letters to 1,239 newly appointed sub-inspectors, including one transwoman and two transmen. Manvi Madhu Kashyap has become the first transwoman to hold the position of sub-inspector, while Ronit Jha and Bunty Kumar are the transmen appointed.

During the ceremony, Chief Minister Nitish Kumar urged the officials to expedite the recruitment process. He stated that with elections scheduled for next year, it is important to complete the recruitment, aiming for women to constitute 35 percent of the police force. In total, 229,000 recruitments will be carried out.

The event, held at Bapu Auditorium in Patna, was attended by both Deputy Chief Ministers Samrat Chaudhary and Vijay Kumar Sinha, as well as Minister Vijay Kumar Chaudhary, the DGP, and other senior police and administrative officials. Although five seats were reserved for transgender candidates in this sub-inspector recruitment examination, conducted by the Bihar Police Subordinate Services Commission, only three candidates were selected.

This milestone follows a 2021 ruling by the Patna High Court, which prompted the state government to instruct the BPSSC to recruit third-gender individuals into the police services. The state home department also submitted an affidavit to a two-member bench of the Patna High Court, committing to deploy one sub-inspector and four constables from the third-gender category in every district of Bihar.
