Patna: Declaring that “criminals will either perform pind daan in Gayaji or remain behind bars,” Bihar Chief Minister Samrat Choudhary on Monday underlined his government’s firm stance on law and order while addressing a public gathering in Gayaji district.
The Chief Minister, along with Union Minister for Micro, Small and Medium Enterprises Jitan Ram Manjhi, remotely laid the foundation stone for a ₹170 crore Technology Centre at Khizarsarai in Gayaji and performed the ceremonial ground-breaking. On the same occasion, work was also inaugurated for the widening and strengthening of the road from the 20th kilometre of the Gayaji–Islampur–Khizarsarai route to the proposed Technology Centre at Devgaon.
Addressing the gathering, Samrat Choudhary said it was a matter of pride to participate in multiple development programmes being held simultaneously in Khizarsarai, Ara and Patna under the leadership of Prime Minister Narendra Modi. He said that the land for the Technology Centre had been provided earlier during the tenure of former Chief Minister Nitish Kumar.
Highlighting the growth of the MSME sector, he said the number of such enterprises in Bihar had risen from six lakh in 2022 to over 46 lakh, generating direct employment for around 1.87 crore people. He credited both the Centre and Union Minister Manjhi for strengthening the sector.

The Chief Minister emphasised that Bihar had undergone significant transformation, particularly in electricity, road infrastructure and drinking water supply. He pointed out that electricity connections had expanded from 17 lakh households in 2005 to over 2.22 crore today, with the state now providing one of the cheapest and uninterrupted power supplies in the country. He added that 125 units of electricity were being provided free of cost and that the recently launched PM Surya Ghar scheme would further promote solar energy and benefit poorer households.
Samrat Choudhary also outlined strict administrative measures, stating that public grievances must be resolved within 30 days or officials would face suspension. Similarly, industrial proposals would receive automatic approval if not cleared within the stipulated time.

He announced further initiatives, including monthly pension disbursements by the 10th of each month and financial assistance of ₹10,000 already transferred to 1.81 crore women to support self-employment. Additional instalments will be provided to eligible beneficiaries.
The Chief Minister also spoke about plans to bring water into the Falgu river, develop infrastructure such as an international stadium in Khizarsarai, and expand educational facilities, including degree colleges and model schools across blocks.
The event was attended by several senior leaders, including Bihar Assembly Speaker Prem Kumar, ministers, legislators, and top administrative officials.
