Patna: Under the Saat Nischay-3 programme and its seventh resolve, “Sabka Samman–Jeevan Aasan”, the Bihar Energy Department has begun preparations to ensure swift disposal of electricity consumers’ complaints. In this regard, Energy Secretary and Managing Director of Bihar State Power Holding Company Limited, Manoj Kumar Singh, held a video conference with officials of all supply circle offices.
Chairing the meeting, Singh directed all officers to mandatorily remain present in their offices every Monday and Friday to hear electricity consumers’ grievances and ensure their prompt resolution.
The meeting was attended by South Bihar Power Distribution Company Limited Managing Director Mahendra Kumar, North Bihar Power Distribution Company Limited Managing Director Rahul Kumar, along with other senior officials. As per the department’s instructions, consumer complaints will be heard in all circle offices from 12.30 pm to 2.00 pm on Mondays and from 3.00 pm to 4.30 pm on Fridays. This arrangement will come into effect from January 19, 2026.

The Energy Secretary emphasised that officials must meet consumers with respect and ensure sensitive and speedy redressal of complaints. He also directed that basic amenities such as seating arrangements, drinking water and toilet facilities must be ensured in offices. All complaints are to be formally registered and resolved at the earliest.
For the resolution of issues faced by HT and LTIS consumers, the Open House Meeting at Vidyut Bhavan, Patna, will now be held every Friday instead of Thursday, from 3.00 pm to 4.30 pm. The Energy Secretary and DISCOM managing directors will be present at these meetings.
Senior officials of the Energy Department and both DISCOMs will attend the Open House Meetings, with the initiative aimed at ensuring quick and dignified resolution of problems faced by industrial consumers and investors.
