Bihar Education Minister Promises Teacher Transfer Rules by September 30

Patna: Bihar Education Minister Sunil Kumar has reaffirmed that the department will establish the rules for the transfer of teachers by September 30. He clarified that the involvement of the state cabinet is not required for this process, as it will be managed at the departmental level. While the cabinet is responsible for decisions related to post sanctions and placements, the transfer of teachers falls under the purview of the department.

Minister Sunil Kumar reiterated his previous statement regarding the timeline, assuring that the rules for teacher transfers would be ready by the end of September. He also mentioned that the cabinet has given its approval for the process of compassionate appointments.

According to the minister, there are 6,000 cases related to compassionate appointments that have received cabinet approval. The department is working on these cases and is exploring ways to utilise the candidates more effectively. He noted that teachers have long been demanding appointments on compassionate grounds, alongside the much-anticipated transfers.

Currently, around 187,000 employed teachers in Bihar are awaiting their new postings and the status of state employees. The Education Department had set up a high-level committee of three senior officers on July 1 to formulate the transfer policy for teachers who have passed the competency test. The committee was initially expected to submit its report by July 15, with the transfer policy finalised by July 31. However, the 1.87 lakh teachers who have passed the competency test continue to wait for their new postings and state employee status.
