A review meeting chaired by Patna Commissioner Rajesh Kumar was held on September 28, 2026 to assess preparations for the biennial elections to the Patna Graduates’ and Patna Teachers’ constituencies of the Bihar Legislative Council.
Patna: A review meeting was held on Monday (September 28, 2026) to assess preparations for the biennial elections to the Patna Graduates’ and Patna Teachers’ constituencies of the Bihar Legislative Council. The meeting was chaired by Rajesh Kumar, returning officer for the two constituencies and commissioner, Patna division.
District magistrates and other officials from Patna, Nawada and Nalanda participated in the meeting through video-conferencing.
The nomination process will begin on September 29 at the office of the commissioner, Patna division. The last date for filing nominations is October 6, while scrutiny of nomination papers will be held on October 7. Candidates can withdraw their nominations until October 9.
Polling will take place on October 23 from 8 am to 4 pm, with counting of votes scheduled for October 27. The Election Commission has also announced October 23 as the polling date for eight Bihar Legislative Council seats from Graduates’ and Teachers’ constituencies.
During the meeting, the commissioner reviewed the preparations in detail and directed officials to complete all election-related arrangements within the stipulated timeframe. Particular emphasis was placed on preparing ballot boxes and ensuring the availability and proper management of polling materials.
He directed officials to prepare the list of officers and employees to be deployed for election duty and complete their deployment in time. He also instructed that all personnel involved in the election process be given proper and quality training to ensure that no difficulties arise during polling.
The commissioner further directed that an updated copy of the electoral roll, duly signed by the respective district magistrates, should also be made available to his office.
Strict compliance with Model Code of Conduct
The commissioner specifically instructed all district magistrates to ensure strict compliance with the provisions of the Model Code of Conduct prescribed by the Election Commission of India.
He also directed officials to submit daily reports on compliance with the Model Code of Conduct and the law-and-order situation to the commissioner’s office.
Officials were asked to constitute an adequate number of flying squads in all districts and hold meetings with representatives of political parties to share necessary election-related information and instructions.
Advance assessment of polling materials and vehicles
The commissioner directed officials to assess in advance the requirement of all materials to be used during polling and take timely steps to ensure their availability.
Similarly, officials were asked to assess the requirement of vehicles for election duty and make arrangements to ensure that a sufficient number were available well in advance.
He also instructed all districts to prepare a communication plan to ensure quick and effective coordination among officials and personnel involved in the election process.
The commissioner said conducting the election with complete transparency, impartiality and participation was the administration’s top priority. He directed all officials and personnel to discharge their duties impartially and remain alert and vigilant at every stage of the electoral process.
Assistant returning officer Vijay Kumar, commissioner’s secretary Vinay Kumar Thakur, deputy chief electoral officer Roshan Ali and other officials were present at the meeting.
