Patna: Bihar Chief Minister Samrat Choudhary on Saturday marked the completion of his government’s first 100 days in office by announcing an ambitious development agenda, unveiling projects worth ₹11,464 crore and outlining plans to transform the state into a major investment and industrial hub.
Addressing a function at the BIT Mesra Patna campus, Samrat Choudhary said the government had dedicated every decision taken during its first 100 days to public welfare, good governance and the state’s overall development. He described the administration as “the people’s government” and said it remained committed to fulfilling the aspirations of Bihar’s 14 crore residents.
“We are working with determination to realise Prime Minister Narendra Modi’s vision of a developed India while fulfilling former Chief Minister Nitish Kumar’s dream of a prosperous Bihar,” he said, adding that the opportunity to serve as Chief Minister had been an emotional experience.
The Chief Minister remotely inaugurated and laid the foundation stones for 2,476 development projects worth ₹11,464 crore. The projects cover roads, bridges, education, healthcare, irrigation, industry, drinking water and other infrastructure aimed at accelerating balanced growth across the state.
Highlighting the government’s public grievance redressal mechanism, Choudhary said “Sahyog Shivirs” had been organised in all 534 blocks of Bihar. More than 700,000 applications had been received so far, with nearly 90 per cent already resolved. He said he personally reviews unresolved cases during a state-level “Sahyog” hearing held on the second Tuesday of every month in Patna.
The Chief Minister announced a series of major initiatives in education, industry and infrastructure. He said Bihar had recently opened 211 new degree colleges in a single day and upgraded 551 schools into model schools. The government has also decided to develop 12 new townships across the state.
Setting an investment target of ₹5 lakh crore by November 20, Choudhary said at least one industry would be established in every district. Roads, industries and medical colleges would also be developed through the Public-Private Partnership (PPP) model.
He announced that nearly 200 kilometres of new riverfront roads would be developed across Bihar over the next three years following the construction of Patna’s 26-kilometre Marine Drive. The project is expected to attract investment of around ₹1 lakh crore.
Among other announcements, the Chief Minister said 25 new sugar mills would be established over the next five years. An industrial and electronics park at Rajapakar in Vaishali district is expected to attract investments of ₹20,000 crore to ₹30,000 crore and generate around 100,000 jobs. A 3,000-acre dedicated steel plant hub will also be developed under the Integrated Manufacturing Cluster project in Gaya.
In the education sector, he announced the establishment of an Artificial Intelligence and Computer Science University named after Dr Syama Prasad Mookerjee and an Architecture and Engineering University in the name of freedom fighter Shaheed Jubba Sahni. Land has also been earmarked for the development of Vikramshila University following the revival of Nalanda University.
On healthcare, Choudhary said district and sub-divisional hospitals would stop referring patients with non-critical illnesses to higher centres after August 15. Modern healthcare infrastructure would also be expanded through the PPP model.
The Chief Minister further announced plans to promote heli-tourism, develop Darbhanga Airport, build a new airport at Sultanganj and establish what he described as the country’s largest airport at Sonepur. He said the government would continue promoting investment in textiles, food processing, electronics and other sectors to create large-scale employment opportunities.
During the programme, the Chief Minister released a magazine and a coffee-table book highlighting the government’s achievements over the past 100 days and launched policy booklets prepared by various departments. Memoranda of Understanding were exchanged between the Information Technology Department and Microsoft, and between the Dairy, Fisheries and Animal Resources Department and HPCL and IOCL. He also distributed appointment letters to newly recruited physicians, orthopaedic specialists and pharmacists under the Health Department.
Deputy Chief Ministers Vijay Kumar Choudhary and Vijendra Prasad Yadav, Rural Development and Information & Public Relations Minister Shravan Kumar, senior government officials, legislators and students attended the event.
