43rd All India Presiding Officers Conference Concludes in Bihar, Governor Arif Mohammad Khan Highlights India’s Knowledge Legacy

Patna: After a gap of 43 years, the All India Presiding Officers Conference was held in the Bihar Legislative Assembly. The two-day event, inaugurated by Lok Sabha Speaker Om Birla on 20 January, concluded today with an address by Bihar Governor Arif Mohammad Khan.

The highlight of the conference was Governor Khan’s thought-provoking address. Describing India’s heritage as a “culture of knowledge,” he delved into the essence of politics and democracy. He advised presiding officers on safeguarding democratic values and enriched his speech with references to eminent figures such as Rabindranath Tagore, Lord Ram, Lord Krishna, and Swami Vivekananda. The Governor also cited verses from the Valmiki Ramayana, Rigveda, and Upanishads to present his points with clarity and depth.

On the final day, a two-hour special discussion took place in the Assembly, followed by the closing programme held in the Central Hall of the Assembly’s newly extended building. Addressing the presiding officers, Governor Khan remarked:

“You are the custodians of our democratic prestige. Any attack on you is not just an attack on you but an attack on the democracy of the country. It is your responsibility to address and control such threats.”

Governor Khan further emphasised the significance of India’s intellectual and cultural legacy, referencing Lord Ram’s teachings in the Valmiki Ramayana. He also highlighted India’s unique identity among the world’s five major cultures, stating:

“Iran is known for its splendour, China for its skill, Turkey for its bravery, Rome for its beauty, and India is recognised for its knowledge.”

The conference also featured discussions on the “Contribution of MPs and State Legislative Bodies in Strengthening Constitutional Values,” coinciding with the 75th amendment of the Constitution. Presiding officers from 23 states participated, with 41 representatives attending the event. While some states were unable to send representatives, the conference was deemed a resounding success.

Bihar’s significant role in democracy was widely acknowledged, with heartfelt thanks extended to Chief Minister Nitish Kumar for facilitating the event, despite his absence. The All India Presiding Officers Conference not only showcased Bihar’s rich democratic tradition but also reinforced the shared commitment to upholding the Constitution.
