Patna: The Bihar government has taken a major step to make the process of family land partition simpler, smoother and dispute-free. From December 27, a new system for partition-related mutation (dakhil–kharij) has been implemented on the Bihar Bhumi portal of the Revenue and Land Reforms Department. Under the new arrangement, all family co-sharers can now have mutation done in their names for their respective shares through a single application.
The announcement was made by Deputy Chief Minister and Revenue and Land Reforms Minister Vijay Kumar Sinha at a press conference held at his official residence on Saturday. He said that under the earlier system, after a family partition, each co-sharer had to apply separately for mutation of their share, causing significant inconvenience to the public. Taking serious note of the issue, he directed departmental officials to introduce reforms.
Sinha said that a departmental team led by Principal Secretary C K Anil developed the new system in a short time, which has now been integrated into the mutation services of the Bihar Bhumi portal. The new mechanism is expected to provide substantial relief to raiyats and landholders.
Appealing to the public, the Deputy Chief Minister urged citizens to carry out proper legal partition of ancestral land and ensure digital mutation of their respective shares in their own names. He specifically called upon families where land is being possessed and used on the basis of oral partition to take advantage of the new facility and get such partitions formally recorded in government records. He warned that oral partitions could lead to family disputes in the future and may also deprive beneficiaries of government schemes and facilities.
Sinha further said that the new system also offers a combined facility for succession-cum-partition. Under this provision, following the death of an ancestor, land can be partitioned and mutation can be carried out simultaneously in favour of all legal heirs for their respective shares.
He noted that during the Revenue Mega Campaign conducted in August–September this year, more than 4.6 million applications were received, of which over 4 million related to partition and succession-based mutation. All these applications will be uploaded by December 31, and special camps will again be organised at the panchayat level between January and March to ensure their disposal.
The Deputy Chief Minister also said that a Land Reforms Public Welfare Dialogue has been launched to address land-related grievances. Through this initiative, officials will visit districts to understand public issues and ensure their resolution within a fixed timeframe. He described the move as a significant step towards making land administration more transparent, simple and people-centric.
