Patna: In a significant move to ensure transparency and safety in the functioning of coaching institutes and hostels, the Patna district administration has framed a comprehensive set of guidelines for operators across the city. The decision was taken at a joint meeting of the district and police administration along with representatives of various departments, chaired by Senior Superintendent of Police Kartikeya Sharma.
Briefing the media after the meeting, the SSP said police verification of all coaching centre and hostel operators would now be mandatory. He warned that strict action would be taken against those found violating the prescribed norms. Compliance will be regularly monitored at the police station level to ensure effective implementation.
The move follows recent incidents that have raised concerns over student safety. As per the new rules, coaching centres and hostels must submit complete details of all resident and enrolled students to the local police station. Institutions have also been directed to ensure adequate security arrangements, install CCTV cameras, maintain fire safety equipment and prominently display emergency contact numbers on their premises.
The administration has made it clear that all operators must complete the registration process by March. Coaching centres or hostels found operating without registration after the deadline will face legal action.
It was also decided that a dedicated police-level contact mechanism would be put in place to address students’ grievances. Students facing any form of physical or mental distress can directly approach the police. The police administration has assured that such complaints will be handled sensitively and promptly.

Officials said the initiative aims to ensure a safe and disciplined environment for students in Patna, which is rapidly emerging as a major coaching hub. Operators have been urged to cooperate fully with the administration by adhering to the guidelines to strengthen and secure the education ecosystem.
The guidelines are being circulated to all concerned institutions, and inspection drives will be carried out by police teams from various stations in the coming days to verify compliance.
The decision follows the death of a female student at Shambhu Girls’ Hostel in January, as well as another similar incident at a hostel in the city, which had raised serious questions over hostel management. In the wake of these incidents, the Patna Police have introduced the new regulatory framework for coaching centres and hostels.
