Patna: In a move to bring uniformity to higher education, Bihar universities will adopt a ‘One Course, One Fee’ policy. This new rule aims to standardise fees and regulations for vocational and self-financed courses across all universities and their affiliated colleges and study centres. The initiative seeks to eliminate disparities in fee structures and prevent arbitrary fee collections.
Baidyanath Yadav, Member Secretary-cum-Project Director of the Bihar State Higher Education Council, has written to the registrars of all universities, instructing them to submit detailed reports on all vocational and self-financed courses within 15 days. The requested report must include course names (including distance mode), governing rules and regulations, approval details, recognition status, and the number of approved seats in a prescribed format.
According to Professor N.K. Agarwal, Academic Advisor of the Bihar State Higher Education Council, uniform rules already exist for general courses in the state’s universities and colleges. This initiative aims to extend similar uniformity to vocational and self-financed programmes. The council plans to ensure that a single set of rules applies to a specific course throughout the state.
This policy reform comes amid concerns over varying fee structures and the need for data collection on courses being run across different institutions. The Bihar State Higher Education Council is working towards streamlining higher education to ensure fairness, accessibility, and transparency in the state’s academic ecosystem.
