Patna: The Bihar government has implemented a new leave process for state employees, requiring them to apply online for leave to enhance transparency and efficiency. This new system will take effect from August 16, 2024. The General Administration Department has issued orders to all District Magistrates, and the rule will also apply to the police department.
Under the new rule, employees must apply online for all types of leave and absences through a designated portal. The state government mandates that all leave, absenteeism resolutions, or any employee-related matters be processed online. Decisions on leave requests will be made only after the online application is submitted.
To facilitate this transition, a comprehensive database of all employees is being prepared on the HRMS portal, with the concerned department tasked to complete the work before August 16. From this date, the competent authority will approve leave requests via online applications. Starting September 1, 2024, absence statements will be provided to the withdrawal and disbursement officer based on leave approved on the HRMS portal.
Previously, state employees had to submit paper applications for leave, requiring approval from the competent officer. Different departments had various arrangements for casual leave. However, from August 16 onward, all leave types must be applied for online, and leave will no longer be granted via WhatsApp or phone. This new system has created some confusion among state employees.
