Patna: In a significant move aimed at alleviating concerns among educators, the Bihar government has announced a temporary halt to its teacher transfer policy. Chief Minister Nitish Kumar, addressing an appointment letter distribution programme in Patna on Wednesday, assured teachers recently designated as “special teachers” that they would remain in their current schools after passing the competency test.
The announcement came during a ceremony where over 1.14 lakh contractual teachers received appointment letters, elevating them to the status of state employees. The decision to suspend transfers has been welcomed as a relief by teachers, who were previously uncertain about being relocated.
A Decision Rooted in Teacher Welfare
Chief Minister Nitish Kumar emphasised the government’s commitment to ensuring stability for educators. “Concerns had been raised regarding new postings, particularly about the challenges of relocating to unfamiliar areas. We have decided that teachers who pass the competency test will stay in their current schools, where they are already contributing effectively,” he stated.
The transfer policy had been under review following directives from the Patna High Court, which had asked the government to clarify its stance on the issue. Education Minister Sunil Kumar had earlier announced the temporary suspension of transfers, citing the need to complete five phases of competency examinations before revisiting the policy.
Teachers Welcome Clarity
The suspension of transfers has been widely appreciated by the teaching community, particularly those who had been anxious about the prospect of relocation. Teacher Ankit Kumari expressed her gratitude, saying, “The uncertainty about transfers was a major concern for many of us. Knowing that we can continue working in our current schools has brought immense relief.”
Middle school teacher Shyam Kumari echoed similar sentiments. “I was worried about the logistical challenges of moving to a new school, especially regarding commuting and settling in an unfamiliar place. This decision has removed all those fears,” she said.
Teacher Sandhya Kumari, who joined as a contractual teacher in 2017, highlighted the emotional impact of the announcement. “The Chief Minister’s decision has shown his understanding of our concerns. Now we can focus entirely on our work without distractions,” she remarked.
Addressing Concerns of Disparity
While the decision has been largely welcomed, some teachers raised concerns about potential inequalities within the education system. Teacher Saket Kumar, who has been in service since 2012, expressed mixed feelings. “While we are happy to remain in our current schools, the government must address the disparities between different categories of teachers. Special teachers should not face discrimination when compared to BPSC-appointed teachers,” he stated.
The Chief Minister acknowledged these concerns, reiterating the government’s intention to gradually streamline policies to create a fair and equitable environment for all educators.
A Step Towards Stability and Growth
By pausing the transfer policy, the Bihar government aims to provide stability to schools and ensure that teachers can focus on delivering quality education. Officials noted that the halt would also allow the administration to evaluate the effectiveness of the competency examination phases and address logistical challenges before implementing a comprehensive transfer policy.
The move has been seen as a proactive step in prioritising teacher welfare. “We must remember that teachers are the backbone of our education system. Ensuring their stability directly impacts the quality of education we deliver to our students,” said an official from the Education Department.
