Bihar Education Department Set to Introduce New Teacher Transfer Policy, Male Teachers Oppose Subdivision Transfers

Patna: The Bihar Education Department is expected to make a significant decision regarding objections raised by male teachers against the new teacher transfer policy. According to official sources, the department is planning to establish educational subdivisions by grouping three to five blocks in each district. This means that each district will have three to five educational subdivisions, and male teachers who are state employees will be posted outside their residential educational subdivision under the new policy.

Sources indicate that the department is actively working on this plan, with the outline of the subdivisions expected to be finalised by 16 October. The list of these subdivisions is scheduled to be released on 17 October.

It has been suggested that the transfer of teachers will take place during the school closures in mid-December to early January, due to the cold weather. This transfer will involve current state-employed teachers, new teachers appointed through the Bihar Public Service Commission (BPSC), and teachers who have passed the competency exam.

As per the new policy, male teachers will be transferred to schools outside their subdivision, while female teachers will be transferred to a school outside their panchayat. However, in districts like Jamui, where there is only one subdivision, male teachers have expressed concerns about being posted far from their homes. They are demanding transfers to nearby blocks or the same transfer policy as that of female teachers.

In response to these concerns, the department is considering the creation of educational subdivisions by combining blocks to address the issue. Additionally, the department’s e-Shikshakosh portal is expected to be updated by early November. The portal will include a new feature allowing teachers to submit up to 10 preferred transfer locations, and the software will automatically assign new postings based on these preferences, eliminating manual interference.

From 1 January, further enhancements will be made to the e-Shikshakosh portal. Teachers will be able to track their used and remaining leave days, with details of which casual leave (CL) or earned leave (EL) was used on specific dates. Information regarding school holidays announced by the department will also be made available on the portal.
