Patna: Chief Minister Samrat Choudhary on Saturday inaugurated the ‘Bihar AI Summit 2026’ by lighting the ceremonial lamp at the Urja Stadium, marking the beginning of a major initiative to position the state at the forefront of technological advancement.
Addressing the gathering, the Chief Minister welcomed the attendees and thanked the organisers for inviting him to the summit. He emphasised that Artificial Intelligence (AI) is set to become an integral part of everyday life. Highlighting India’s digital transformation, he noted that nearly 1.2 billion people in the country are now using mobile phones, attributing this communication revolution to the leadership of Prime Minister Narendra Modi. He underlined that AI will play a crucial role in this evolving digital landscape.
Choudhary credited former Chief Minister Nitish Kumar for strengthening Bihar’s basic infrastructure, including electricity, roads and water supply. He asserted that India’s progress is closely tied to Bihar’s prosperity, stating that the state must play a leading role in the country’s journey towards becoming a developed nation.
Reflecting on Bihar’s rich historical legacy, the Chief Minister said the region once guided the entire nation, with Magadh ushering in a golden era. He referred to the revival of Nalanda University under the leadership of the Prime Minister Narendra Modi and former Chief Minister Nitish Kumar, and announced that the long-awaited Vikramshila University would be established within the current financial year.
He urged all government departments to maximise the use of AI to ensure transparency in the implementation of schemes. According to him, AI will play a vital role in the “Sahyog Camps” being organised at the panchayat level, which aim to resolve public grievances promptly. He introduced a strict accountability mechanism, stating that if action is not taken on complaints within 30 days, the concerned official will face suspension by the Chief Minister’s Office on the 31st day. He also proposed the creation of a dedicated space on the Sahyog portal to allow citizens to share suggestions for Bihar’s growth and development.
Calling upon the diaspora, the Chief Minister urged people of Bihar living outside the state to contribute towards its development, either by returning to their homeland or supporting its progress from afar. While acknowledging the achievements of those who have brought recognition to Bihar outside the state, he stressed the government’s commitment to creating employment opportunities within Bihar so that fewer people are forced to migrate for work.
In a major push for education, Choudhary announced that model schools would be opened in all 534 blocks of the state. Additionally, 10 such schools will be established in Patna, while cities including Gaya, Bihar Sharif, Bhagalpur, Purnea, Darbhanga, Muzaffarpur, Motihari, Hajipur and Chhapra will each have five model schools. Smaller districts will have three to four such institutions. He said these schools would be developed to such high standards that even ministers and officials would aspire to enrol their children there.
On infrastructure, the Chief Minister revealed that a 125-kilometre-long Ganga Expressway, with an estimated cost of ₹30,000 crore, will be constructed within the next three years under a public-private partnership (PPP) model. He also assured full government support for students appearing in the NEET examination on June 21, including free bus services to examination centres.
Further, he announced the opening of degree colleges in 211 blocks by July, reinforcing Bihar’s identity as a land of knowledge. Referring to historical figures, he noted that Gautam Buddha attained enlightenment in Bihar, and Mahatma Gandhi emerged as a national leader during his time in the state.

Focusing on industrial growth, Choudhary stressed the need for uninterrupted power supply and said efforts are underway to generate 20,000 megawatts of electricity with support from the central government. He reaffirmed the importance of good governance, adding that strict action would be taken against criminals within 48 hours, regardless of caste or religion. He also highlighted the growing role of AI in modern policing.
Encouraging youth participation, the Chief Minister invited young people to contribute ideas and innovations to help transform Bihar into an AI hub. He announced that the government would soon introduce a comprehensive AI policy and assured that such summits would be held regularly to sustain momentum.
The event was also addressed by Deputy Chief Minister Bijendra Prasad Yadav, IT Minister Nitish Mishra, IT Department Secretary Abhay Kumar Singh, BharatGPT founder Ankush Agrawal, and QLSS representative Nikhil.
During the programme, IT Minister Nitish Mishra welcomed the Chief Minister with a sapling and traditional shawl. The event was attended by Director General of Police Vinay Kumar, Chief Minister’s Secretary Sanjay Kumar Singh, along with senior officials, innovators, speakers, policymakers and other distinguished guests.
