Patna: With the objective of ensuring robust law and order and maintaining peace during the New Year celebrations, Bihar Chief Secretary Pratyay Amrit and Director General of Police (DGP) Vinay Kumar held a high-level review meeting on Monday. District Magistrates and Superintendents of Police from across the state participated in the meeting via video conference.
Special instructions were issued to ensure that there is no lapse in law and order across Bihar on December 31 and New Year’s Day, January 1.
Enhanced CCTV Surveillance at Sensitive Locations
Chief Secretary Pratyay Amrit directed all District Magistrates and SPs to maintain heightened vigilance at crowded places, public spaces, markets and major intersections during December 31 and January 1. He emphasised the need for swift and effective action in the event of any untoward incident or dispute.
To further strengthen security, CCTV cameras are to be installed at all identified and sensitive locations, while the functionality of existing cameras must be regularly checked. Adequate deployment of police personnel has also been ordered at parks, picnic spots and surrounding areas to ensure foolproof security arrangements.

Hospitals to Be Inspected Amid Cold Wave
Taking note of the prevailing cold wave and falling temperatures, the Chief Secretary directed officials to ensure proper arrangements for bonfires for the needy. Stressing the importance of healthcare services, he ordered inspections of all hospitals to ensure the availability of sufficient blankets for patients and to confirm that medical staff remain present and alert.
Crackdown on Liquor, Drugs and Biker Gangs
Addressing the meeting, DGP Vinay Kumar said that demand for liquor and narcotics tends to rise among youth on New Year’s Eve, posing a potential threat to law and order. He instructed the police to remain fully vigilant and conduct regular raids wherever information related to liquor or drug activity is received, with strict action against offenders.
The DGP also cautioned that biker gangs become particularly active during such occasions and directed police teams to keep a close watch on them and take prompt action wherever required.
Adequate Police Deployment at Religious Places
In view of the increased footfall of devotees at religious and pilgrimage sites, the DGP ordered adequate deployment of police personnel at such locations. Senior officers were instructed to properly brief and debrief subordinate officers and personnel to ensure clarity of duties.
He laid special emphasis on installing CCTV cameras in lanes, squares, intersections and other sensitive areas. The DGP also directed officials to conduct anti-drug awareness campaigns at the block, district, school and institutional levels to sensitise the public and seek their cooperation.
Additionally, intensified frisking and checking drives have been ordered in border areas to curb the movement of drugs and illegal arms, along with immediate questioning of suspicious individuals.
Development Commissioner Mihir Kumar Singh, ADG (Law and Order) Pankaj Darad and other senior officials were present at the meeting.
