Bihar Board Chairman Anand Kishor with the award

Patna: The Bihar School Examination Board (BSEB) a.k.a Bihar Board has set a new benchmark in administrative efficiency and transparency by securing ISO certification in three distinct categories—Quality Management System, Information Security Management System and Records Management System. With this achievement, the Bihar Board has become the first state education board in the country to obtain ISO certification.
BSEB Chairman Anand Kishor said the certifications were the outcome of sustained reforms carried out over recent years through extensive use of IT, software and modern technology. These changes have transformed the board’s examination system and overall functioning, strengthening record management, data security and quality control.
The board has been awarded ISO 9001:2015 for Quality Management System, ISO/IEC 27001:2022 for Information Security Management System and ISO 15489-1:2016 for Excellent Records Management System. The achievement, he said, is a matter of pride not only for the board but for the entire state of Bihar.
Highlighting the impact of technological reforms, Anand Kishor noted that from 2019 to 2025 the Bihar Board has released matriculation and intermediate examination results first in the country for seven consecutive years. Additionally, examination results spanning 42 years—from 1983 to 2025—have been digitised and made available online on the board’s website.
He said a unique identification number (OFSS) is allotted to students at the matriculation level itself, which remains the same for all subsequent examinations conducted by the board, including Intermediate, TET, D.El.Ed and competency tests. Introduced in 2018, this system has significantly curbed document forgery.
According to the chairman, wide-ranging improvements have been made in examination conduct, result processing, certificate distribution and record maintenance. Digitalisation, time-bound operations and transparent processes have now earned international recognition in the form of ISO certification.
The ISO certifications affirm that the board’s systems meet global quality standards. Owing to its innovations, education boards from across India and abroad have visited Bihar Board to study and understand its working model.
Under the records management certification, the board’s systems for secure storage, quick retrieval and systematic handling of documents have been recognised. The information security certification confirms that candidates’ data, results and other sensitive information are fully protected. Meanwhile, the quality management certification reflects the board’s commitment to continuous improvement and stakeholder satisfaction.
Anand Kishor said all operations of the Bihar Board have been fully computerised through an Enterprise Resource Planning (ERP) system. The board has its own state-of-the-art data centre—currently with a capacity of 200 terabytes—making it the only education board in the country with an in-house data centre, which will be further expanded in future.
Manual file movement has been replaced with digital workflows, accelerating decision-making while ensuring transparency and accountability. He credited officers and staff associated with the education system for this landmark achievement.
ISO, or the International Organization for Standardization, is a global body that sets benchmarks for quality, safety and efficiency across sectors. ISO certification signifies adherence to internationally recognised standards, enhancing an institution’s credibility and recognition at both national and international levels.
