Patna: Bihar Chief Minister Samrat Choudhary on Monday (May 11, 2026) said public complaints received through ‘Sahyog Shivirs’ (camps) at the panchayat level must be resolved within 30 days, failing which erring officials would face automatic suspension.
Inaugurating the Sahyog Helpline Number 1100 and the Sahyog Portal (sahyog.bihar.gov.in), both linked to the state government’s grievance redressal initiative ‘Sahyog Shivir’, Samrat Choudhary said the Bihar government was committed to ensuring “effective and time-bound” resolution of people’s problems as part of its broader effort to make governance more citizen-friendly.
The helpline and portal, launched remotely at ‘Samvad’ inside the Chief Minister’s Secretariat at 4, Deshratna Marg in Patna, have been designed to ensure real-time monitoring and faster disposal of public grievances through both online and offline applications.
Addressing ministers and officials connected through video conferencing from across the state, the chief minister said Sahyog camps would now be organised in all panchayats on the first and third Tuesday of every month. Officials deputed for the programme would be required to resolve grievances in a “swift, transparent and impartial manner”.
“The district magistrates and superintendents of police will conduct real-time monitoring of the programme,” Choudhary said.
In a stern warning to officials, he said any officer failing to dispose of applications within 30 days, delaying files, or showing negligence in the process would automatically stand suspended on the 31st day.
He added that the online portal was being designed in a manner that would allow suspension orders against erring officials to be generated automatically if deadlines were violated.
The Samrat Choudhary said the new mechanism had been introduced because citizens often faced long delays after submitting applications to district authorities, with no fixed timeline earlier for disposal of complaints.
The Sahyog portal will allow citizens to submit grievances online, track the status of their applications and view orders passed after disposal of cases. Senior officials will also be able to monitor pending complaints in real time through the digital platform.

General Administration Department Additional Chief Secretary B Rajender, who briefed the chief minister on the initiative, said the programme aimed to ensure integrated and transparent resolution of citizens’ grievances.
Choudhary also stressed the need for transparent settlement of land-related disputes and directed officials to maintain proper records of all government and private lands, including details of long-term occupants living on government land.
He said CCTV cameras were being installed in all blocks, circle offices and police stations across Bihar to improve monitoring of official functioning and administrative activities.
The chief minister said the Sahyog camps would continue “as long as people keep submitting applications”, adding that the core objective of the initiative was speedy resolution of public grievances at the grassroots level.
Deputy Chief Minister Bijendra Prasad Yadav also addressed the gathering.
Among those present were Rural Development Minister Shravan Kumar, Revenue and Land Reforms Minister Dilip Kumar Jaiswal, Urban Development Minister Nitish Mishra, Chief Secretary Pratyaya Amrit, Director General of Police Vinay Kumar and other senior officials.
