Patna: Bihar Industries Minister Dilip Jaiswal has presented an ambitious blueprint for Bihar’s future during a press conference, placing the onus of fulfilling the promise of providing employment to one crore youth squarely on the Industries Department. The commitment aligns with Chief Minister Nitish Kumar’s pledge to boost job creation across the state.
The minister asserted that Bihar’s talent will now be harnessed for its own growth, with the state aiming to attract a record investment of ₹50 lakh crore over the next five years.
Emphasising a shift beyond traditional agriculture, he announced that the state’s ‘Semiconductor Policy 2026’ has received cabinet approval, paving the way for Bihar to emerge as the largest industrial hub in eastern India.
Investment activity has already begun, he noted, citing the inauguration of a state-of-the-art Coca-Cola plant and JK Super Cement facility in Buxar as key milestones. Major companies such as Reliance Industries, UltraTech Cement and Mother Dairy have also secured land allocations to set up their plants in Bihar. The government aims to attract global investors under the vision of “Prosperous Industry, Empowered Bihar”.
To strengthen industrial infrastructure, administrative approval has been granted for the acquisition of over 13,343 acres of land across 24 districts. Additionally, work has commenced on a special industrial corridor spanning 1,670 acres in Gaya.
Patna is also set for significant development, with approval granted for the construction of three new five-star hotels. Alongside this, a ‘Syntex City’ will be developed for IT and fintech companies, modelled on hubs such as Bengaluru and Pune, aimed at generating employment for local youth in cyber and AI technologies.
To boost investor confidence, the government has introduced the ‘Jan Vishwas Act’, under which minor business disputes will no longer attract criminal prosecution but will instead be addressed through financial penalties. In a step towards women’s empowerment, factories will now be permitted to employ women between 5 am and 10 pm.
Furthermore, the ‘Bihar State Marketing Authority’ has been established to promote products from micro and small enterprises in global markets, enabling rural entrepreneurs to access international platforms.
