Bihar Deputy Chief Minister Samrat Choudhary at Global AI Summit in New Delhi.

Patna: Bihar Deputy Chief Minister Samrat Choudhary on Tuesday described the occasion as a historic day for the state, saying that India’s Prime Minister had set the process in motion while Chief Minister Nitish Kumar framed the GCC and semiconductor policies. Through the summit, he said, Bihar is inviting industry to invest in the state and contribute to the vision of a developed India. He added that people from Bihar across the world are working to make artificial intelligence (AI) successful and now wish to do even more within their home state.
Speaking at the event, Choudhary said work is already under way under a Centre of Excellence initiative led by Indian Institute of Technology Patna, particularly at its Bihta campus.
At the India AI Impact Summit and Expo 2026, one of the world’s largest AI gatherings, Bihar took a major step in the technology sector by signing memoranda of understanding (MoUs) worth ₹468 crore. During the five-day summit at Bharat Mandapam in New Delhi, the Bihar government entered into agreements with several global companies and IIT Patna.
The most significant announcement was the establishment of a ₹250-crore Research Park at IIT Patna. In addition, a Bihar AI Centre of Excellence (CoE) will be set up at a cost of ₹60 crore. These initiatives are expected to generate more than 10,000 direct jobs in emerging technologies and provide AI-based skill development training to over 50,000 young people.
The Deputy Chief Minister inaugurated the Bihar State Pavilion at the summit on Tuesday. Union Minister Rajiv Ranjan Singh alias Lalan Singh attended the event as the chief guest. Officials said that as India sets the global agenda in AI, Bihar is rapidly positioning itself as a technology hub for eastern and north-eastern India, with the Research Park and AI CoE set to offer world-class opportunities to the state’s youth.
Addressing the gathering, Lalan Singh said AI-based work has already begun at the panchayat level, strengthening local governance, enhancing transparency and improving work processes. He added that AI is proving useful in agriculture, animal husbandry and fisheries, and will expand employment opportunities.
The Bihar Pavilion, located in Hall 5-F at Stalls 8 and 12, is showcasing the state’s new policies and investment prospects. The AI Centre of Excellence will be developed with Tiger Analytics as the industry partner and IIT Patna as the academic partner. State IT Minister Shreyasi Singh said the centre would create a strong platform for start-ups, research and innovation, with the aim of turning Bihar’s youth into job creators rather than job seekers.

The Bihar government has recently approved the Bihar GCC Policy 2026 and the Semiconductor Policy 2026. Industry Minister Dilip Kumar Jaiswal said global interest in Bihar has risen sharply following these policies. MoUs signed with companies such as Red Cyber (₹103 crore), Grow QR (₹30 crore) and CIPL (₹25 crore) reflect this growing confidence. Chief Secretary Pratyay Amrit termed the initiative a milestone in Bihar’s structured industrialisation and economic transformation.
Rajya Sabha member Sanjay Kumar Jha said the investment figures represent not just capital inflow but a clear roadmap for the future of Bihar’s youth. The state’s active participation in the summit, he said, signals its readiness to move beyond traditional industries and establish a strong presence in AI, semiconductors and Global Capability Centres.
IIT Patna Director TN Singh said the ₹250-crore Research Park would serve as a bridge between industry and academia, featuring innovation labs, start-up spaces and advanced research facilities.
The summit is being attended by CEOs of more than 100 technology companies and representatives from over 135 countries, including heads of state from more than 20 nations and ministers from over 50 countries. Several senior Bihar officials and academicians were also present at the event.
