Patna: Bihar Chief Minister Nitish Kumar has made a major announcement under Saat Nischay Part 3, unveiling a series of measures aimed at ensuring dignity, safety and convenience for pedestrians on Bihar’s roads. He said key decisions have been taken to identify locations for zebra crossings and to install CCTV cameras to enhance pedestrian safety.
The Chief Minister stated that following the formation of the new state government on November 20, 2025, programmes under Saat Nischay-3 have been implemented. Under the seventh resolve of Saat Nischay-3 (2025–30) — ‘Sabka Samman, Jeevan Aasan’ — continuous efforts are being made to simplify the daily lives of all citizens.
He noted that Bihar is progressing rapidly on the path of development, with rising incomes leading to a steady increase in the number of two-wheelers and four-wheelers on the roads. However, the growing vehicular traffic has caused difficulties for pedestrians.
“Walking safely and with dignity on the roads is the foremost right of pedestrians,” the Chief Minister said, adding that several important instructions have been issued to the Transport Department to ensure pedestrians do not face inconvenience.
As part of the road safety initiative, the government has directed that:
- Footpaths be constructed at the earliest in identified congested urban areas.
- Zebra crossings be developed at marked locations for pedestrian convenience.
- Foot overbridges, escalators and underpasses be built at identified points.
- All government and private vehicle drivers undergo training to sensitise them to pedestrians’ rights.
In both rural and urban areas, accident-prone locations will be identified for the construction of footpaths and installation of CCTV cameras. The aim is to assess traffic conditions and reduce road accidents.
Nitish Kumar directed the Transport Department to expedite work so that pedestrians receive these facilities at the earliest. He expressed confidence that the initiative would prove highly beneficial and make daily life easier for people walking on Bihar’s roads.
Reacting to the decision, Janata Dal (United) spokesperson Neeraj Kumar said the Chief Minister is known not for mere announcements but for firm resolve. He said Saat Nischay Part 3 stands out in the political crowd as it places individuals’ lives at the centre of governance, adding that Nitish Kumar is recognised for action rather than rhetoric.
