Bihar Launches Dairy Transformation Project to Boost Farmers’ Incomes and Global Reach

Patna: In a significant move aimed at giving Bihar’s dairy sector global recognition and doubling farmers’ incomes, the Department of Fisheries and Animal Resources has launched the “Bihar Dairy Transformation Project”. Under this initiative, a formal Project Implementation Partnership has been established between the Directorate of Dairy Development and the Confederation of Indian Industry (CII).
Addressing the programme, Fisheries, Dairy and Animal Resources Minister Surendra Mehta described the strategic collaboration as a milestone in Bihar’s dairy development. He said the partnership is intended to strengthen the state’s dairy transformation initiative under the Chief Minister’s ‘Saat Nischay’ programme.
The Minister emphasised that the project seeks to promote sustainable dairy farming and ensure market-driven growth, enabling a tangible increase in farmers’ incomes. Expressing confidence in the state’s future, he said Bihar is being equipped to ensure that dairy products produced in the state find a place in global markets. He added that efforts would be made to significantly enhance milk production and position Bihar as a leading player in the dairy sector.
Department Secretary Tirthat Kapil Ashok noted that special emphasis is being placed on dairy and fisheries under ‘Saat Nischay-3’. He announced that dairy cooperative societies would be established in 24,248 villages, while ‘Sudha Kendras’ would be set up across 8,053 panchayats.
He further stated that, in collaboration with CII, the capacity of dairy plants would be expanded and focused efforts would be made towards breed improvement programmes. At present, Bihar’s dairy network is largely limited to northeastern India and Jharkhand, but plans are underway to extend its reach to eastern Uttar Pradesh and Delhi markets.
To address the shortage of technical support and manpower at the grassroots level, the government will appoint animal assistants in every panchayat. These personnel will support both dairy and fisheries sectors.
The Secretary underscored that a robust knowledge partnership is key to strengthening the dairy ecosystem. CII will provide support in product marketing and strategic planning, ensuring wider access for Bihar’s dairy products across the country.
The initiative is expected not only to significantly increase milk production but also to provide a fresh impetus to the rural economy.
