Patna: Bihar has achieved a major milestone under the Kisan Registry Maha Abhiyan being jointly implemented by the state’s Revenue and Land Reforms Department and the Agriculture Department. By 8 pm on January 9, a total of 1,041,341 farmers had been registered across the state, enabling Bihar to cross the historic mark of 10 lakh farmer registrations.
Deputy Chief Minister Vijay Kumar Sinha described the registration of over one million farmers under the ‘AgriStack Maha Abhiyan’ as a significant achievement of the Bihar government. He said the success was the result of close coordination between the two departments, proactive district administrations and the dedicated efforts of personnel deployed at the field level. Through the Unique Farmer ID, farmers will receive transparent and timely benefits of all government schemes, including PM-Kisan. “This will make our farmer brothers prosperous. Our goal is to digitally empower every eligible farmer within the stipulated period and achieve 100 per cent coverage,” he said, adding that the campaign period has been extended to realise this objective.
Principal Secretary of the Revenue and Land Reforms Department C.K. Anil said that on January 9, against a daily target of 2,68,500, registrations of 1,86,073 farmers were completed, achieving 69.30 per cent of the target. He attributed this performance to the mission-mode implementation of the drive and effective administrative monitoring. To further accelerate the pace and ensure the inclusion of all farmers, the campaign has been extended until January 21.
He noted that trend analysis showed registrations rising from 1,30,489 by 8 pm on January 8 to 1,86,073 by the same time on January 9—an increase of nearly 42 per cent in a single day. While progress stood at just 2.78 per cent by 9 am on January 9, continuous review, district-level supervision and close monitoring by senior revenue officials at the field level pushed the figure to 69.30 per cent by evening.
Several districts exceeded their targets, emerging as best practice models. Muzaffarpur (138.51 per cent) and Vaishali (137.16 per cent) recorded over 100 per cent achievement for the second consecutive day. Araria (127.58 per cent), Bhagalpur (120.98 per cent) and Katihar (108.13 per cent) also delivered strong performances. Districts such as Madhubani, Begusarai, Samastipur, Siwan, Saran and Kaimur achieved between 40 and 70 per cent. The department assessed that better coordination among *halka* staff, CSCs and DEOs could soon move these districts into the green zone.
However, districts including East Champaran, Jehanabad, Patna, Lakhisarai and Munger recorded below the state average. Instructions have been issued to intensify administrative intervention and monitoring, especially in districts with larger targets.
According to C.K. Anil, by 11.30 am on January 9, e-KYC had been completed for 66,834 farmers, while only 29,735 registrations were finalised, indicating a conversion rate of around 44 per cent. To bridge this gap, technical support, awareness and guidance at the field level are being further strengthened. He said the *AgriStack Maha Abhiyan* is a decisive step towards digitally empowering Bihar’s farming community.
