Patna: Bihar has launched a major crackdown on usury, triggering panic among those exploiting the poor through illegal lending practices. Deputy Chief Minister and Home Minister Samrat Choudhary has issued stringent directives to officials to curb such activities.
Choudhary’s New Directive
Choudhary said the state would completely dismantle the illegal operations of so-called “goonda banks”. Those lending money at exorbitant interest rates and coercing borrowers into mortgaging their land will face severe action. Ending this unlawful system, he added, is the government’s top priority.
Monitoring Through AI
The Deputy Chief Minister stated that only banks authorised by the Reserve Bank of India would be allowed to operate in Bihar, leaving no room for goonda banks. He also announced the installation of AI-based cameras to strengthen security.
Loan-shark networks that lend money to the poor and charge excessive interest remain active, and Choudhary has vowed to put an end to these exploitative operations.
To modernise Bihar’s security infrastructure, large-scale installations of AI-powered surveillance cameras will be undertaken. Over 10,000 cameras are already being set up in jails across the state. Cameras will also be mandatory at railway junctions, city centres, major crossings, and entry and exit points in both urban and panchayat areas.
7.5 Lakh Jobs Provided in 15 Years
Speaking at Sardar Patel Bhavan in Patna while distributing appointment letters to newly recruited Assistant Sub-Inspectors, Choudhary said that under Chief Minister Nitish Kumar’s leadership, the government has ensured a transparent recruitment process since 2005. From 2005 to 2020, more than 7.5 lakh appointments were made.
In the past five years alone, over 11.5 lakh youths have secured government jobs. Appointment letters have now been issued by the Police Headquarters to newly selected Assistant Sub-Inspectors. Congratulating the recruits, Choudhary urged them to serve citizens with dedication, diligence and honesty. He also termed the recruitment of a large number of persons with disabilities as historic.
Speedy Trials Against Criminals
Choudhary said that Bihar Police currently has an approved strength of 2,29,651 personnel. This year, 21,391 constables have been recruited and are undergoing training. Written examinations for 19,838 constable posts have been completed, and physical tests will begin this month, with final selections expected by March 2026.
Training for 1,218 officers under the Sub-Inspector quota is nearing completion at the Rajgir Academy. Recruitment for 1,799 Sub-Inspector posts is already advertised. Training is also underway for 19 Deputy Superintendents selected by the Bihar Public Service Commission. Written tests have been conducted for 4,300 driver constable posts as part of the recruitment process.
Mafia Rule Will End
The Deputy Chief Minister asserted that the good governance established by Nitish Kumar would be reinforced even further. Implementing a technology-driven law and order system on the ground remains a key government priority. He instructed all district SPs to hold regular public hearings at police stations and ensure speedy trials in heinous crime cases.
He emphasised that no mafia, regardless of their level, would be spared in Bihar, and that such networks would be eradicated.
